Lisa Bates, President

Lisa has been a mental health specialist for more than a decade at the Pacific Academy School where teens (ages 13-19) with a range of emotional disorders are treated, educated and served. She also works with the Providence Cancer Program as a group facilitator and she continues to be an on-call oncology social worker.

Marc Andrews, President-Elect

Marc has a Portland private practice, focusing on providing mental health and counseling services to gay men. He has over 25 years of experience in administration, clinical supervision, agency planning and direct service. He has been a guest lecturer at the University of Pittsburgh’s School of Social Work and Carnegie Mellon University’s Heinz School of Public Policy and Management. He currently serves on the Portland Area HIV Services Planning Council.


Pauline Jivanjee, Vice President

Pauline is the associate dean for academic affairs at PSU’ School of Social Work. She has been a PSU instructor for 20 years and before that she worked as a social worker for 10 years. She has served as an NASW Oregon Chapter regional representative and board member. She currently chairs the chapter’s Social Work Reinvestment Initiative Task Force.


A. Bethprana Novi, Secretary

Bethprana is a clinical social worker in private practice in Northeast Portland. She specializes in serving the lesbian, gay, bisexual, and transgender community and has over seven years of experience from providing mental health services at the Sexual and Gender Minority Youth Resource Center. She has worked with Child Welfare, TANF case management, homeless shelter programs, group homes, and mental health case management in the past 16 years. Beth focuses on bringing social work values of advocacy and social justice into her private practice.

Don Schweitzer, Treasurer

Don has worked in the field of social work for over 12 years, including working as a mental health therapist for the severely and persistently mentally ill; a drug and alcohol counselor for adults transitioning out of incarceration; a community organizer; and the director of housing and shelter programs for both adults and runaway and homeless youth. Currently, he is an Assistant Professor of Social Work at Pacific University in Forest Grove.


Amy Reynolds, Treasurer Elect

Amy has over 20 years of clinical experience working with children (ages 4-20) and their families with an extensive background in community and school-based mental health services. Her experience includes residential and day treatment programs. She currently works at Pacific Academy, an alternative school serving middle and high school student needing mental health supports.

Dawn Williamson, Region 1

Dawn is a licensed clinical social worker with a strong generalist base. She has a private practice in Dundee, specializing in the area of trauma and loss with both children and adults. She is an adjunct for PSU and also works at Linfield College. Her interests include international social work both on a micro level and a macro level.

 
Daren Ford, Region 2

After graduating from PSU with his MSW in 2008, Daren found a passion for working with people in the grasp of addiction and mental health disorders. He is currently the intensive outpatient counselor for the Native American Rehabilitation Alliance of the Northwest Inc, working providing drug/alcohol and mental health counseling for Native Americans.


Rebecca Williams, Region 2

Rebecca currently works as an inpatient social worker, serving veterans of all ages at the Portland VA Medical Center. Her background also includes medical social work and serving the aging population. Prior to graduate school, she led a program funded by the Gates Foundation called The NYC High School Choice Program. While in graduate school at PSU, she was an active member of the the Student Affairs Committee.

Elaine Charpentier-Philippi, Region 2

Elaine recently graduated from Pacific University’s BSW program. Her experience includes research and implementation of a program for her capstone that studied the contribution that the natural environment can play in overall wellness. Her future goals include pursuing a graduate degree in social work with a focus on community-based practice.

Susanna Rempel, Region 2

Susanna is a dual MSW and MPH student at Portland State University. She completed a field placement at the NASW Oregon Chapter,  where she was deeply involved with the Social Work Reinvestment Initiative.


Graciela Molina Dacker, Region 3

Graciela has practiced social work for more than 29 years. She currently has a private practice, focusing on the Hispanic community. Her background includes medical social work/discharge planning, detox unit, psychiatric state hospital, and director of an outpatient drug and alcohol setting. For 10 years, she implemented a family program for the homeless living in shelters in NY. In Salem she worked for the Benton County Health Center, serving the Hispanic community.


Victoria Bones, Region 4

Victoria is a patient advocate for a regional trauma center, and she has a private practice. She has been a longtime advocate for children and families, as well as adults. She is serving her second term as a regional representative on the board and is active with the Rogue Valley District.

Gary Smith, Region 5

Gary’s distinguished social work career spans almost 37 years since graduating with an MSW from PSU. His background includes serving as the community mental health program director for Multnomah, Tillamook and Deschutes counties. He also served as an elected member of the Beaverton School District. Gary was honored in 1998 as a co-winner of the Oregon Social Worker of the Year Award. Since 2009, he has been the Central Oregon site coordinator for the PSU School of Social Work Distance Option campus.

Sara Jackson, MSW student

Sara is a student in the PSU School of Social Work. She is interested in criminal justice, immigration/cultural responsiveness and policy development. She is a member of Engineers Without Borders where she headed the community health committee. She is currently the lead research assistant on a research study through the PSU communications department.

Robin Davis, BSW student

Robin is a student in the PSU School of Social Work. Her professional goal is to work with marginalized communities in order to find meaningful ways to empower them and provide them with the tools and resources that will promote self-advocacy. She has volunteered as GED and ESL tutor and in many capacities with individuals with HIV/AIDS and their families.

What does a social worker do?
Professional social workers are qualified by education and training to help people and families
navigate life’s choices. They assist people by helping them cope with issues in their everyday lives,
deal with their relationships, and solve personal and family problems.Professional social workers are on the frontlines, responding to human needs such as aging and end-of-life issues, homelessness, poverty, family break-up, mental illness, physical and mental disability, alcohol and substance abuse, domestic violence, disaster relief, and much more.

What are the qualifications and requirements associated with being a social worker?
In order to be called a “professional social worker” in Oregon, a person must have earned a social
work degree at the bachelor’s, master’s or doctoral levels, and completed a minimum number of
hours in supervised fieldwork.

The predominant social work degree for NASW Oregon licensed social workers is a master’s degree
in social work (MSW). 79% of active practitioners have an MSW as their highest degree, 12% have a
bachelor’s degree in social work (BSW), and 2% have a doctorate in social work (PhD).

Who receives help from social workers?
At some point, virtually everyone will need the help of a professional social worker. NASW Oregon
members are there to meet this need with expertise, dedication and ethical practices. Nationally and in Oregon, professional social workers are the nation’s largest provider of mental health services. They provide more mental health services than psychologists and psychiatrists combined. While many professional social workers work directly with clients, others conduct research, identify social problems, and advocate for policy solutions. Social workers’ services are especially crucial for disaster relief efforts. More than 40% of all disaster relief mental health volunteers trained by the American Red Cross are professional social workers.

What does the National Association of Social Workers do?
NASW promotes, develops, and protects the practice of social work. NASW also advocates for
policies that enhance the well‐being of individuals, families, and communities.
NASW’s Oregon Chapter was founded in 1971 and now has 1,800 members. It is a state chapter of
the NASW, the largest membership organization of professional social workers in the world, with
145,000 members.

What are the NASW core values?
NASW Oregon members adhere to the values, principles and standards set forth in the NASW Code
of Conduct. Professional social workers are committed to social justice. They serve the underserved,
empower the weakened and assist people in crisis. They are sensitive to cultural and ethnic diversity

The Mental Health Network is a standing body of the NASW Oregon Chapter.  As such, it is accountable to the board of directors.


Network Charge:  The Mental Health Network is committed to furthering issues of diversity, inclusion, social justice, and competency in the mental health and addiction treatment service systems. The network provides a forum for support of social workers and allies working or volunteering in the field.  The network is invested in coalition building, system reform, and strengthening the voices of the service providers and recipients in the larger community.

Membership:  Network members must be NASW members in good standing with experience or interest in the mental health and/or addiction treatment systems.  Members should be prepared to serve for a minimum of one year. Advisors to the network need not be NASW members but must have experience or standing to lend to the network’s efforts.  The network will conduct business on an ongoing basis by email and will meet in person at least twice a year. 


First Year Tasks:  Plan one networking event that includes free CEUs.
                    Sponsor a mental health diversity workshop
                    Reach out to the media by publishing one print editorial
                    Continue to grow the committee in terms of membership, advisors, and
                    potential coalitions  

NASW Oregon Chapter Speakers Bureau

NASW Oregon is launching a statewide speakers bureau. The objective of this speakers bureau is to educate the general public, other professionals, and students about the social work profession and to recruit new social workers.  Presentation topics will vary depending on the audience’s/speaker’s interests. As part of the presentation, speakers will also have the opportunity to share their own story/experiences with audiences.

Why get involved with the NASW Speakers Bureau?

As a speaker, you will:

  • Help to make a difference in how the public and media perceive social workers, the profession and social work issues
  • Promote social work as a career option for high school and college students
  •   Gain valuable public speaking experience
  •   Give back to the profession

What are the requirements for getting involved?

Requirements for Speakers:

  • You must be a member of NASW.
  • You will be required to complete an online orientation session (coming soon).
  • You are required to demonstrate comfort in public speaking and knowledge of a topic(s).

Is there anything else I should know?

  • The information from your application will be entered into a database of NASW members (maintained for a minimum of six (6) months). NASW Chapter staff will use the database to connect requests for speakers with relevant experience, location and availability.
  • Membership in the speakers bureau is voluntary. There is no fee for speaking engagements.

Strategic Plan

Each year, the NASW Oregon Chapter Board of Directors updates the Chapter’s Strategic Plan to include goals related to growth in the areas of membership, diversity, and revenue as well as broader goals related to the Social Work Reinvestment (SWR) initiative in the areas of advocacy, public education, workforce development, research, and stakeholder engagement. To carry out the strategic plan, the Board and SWR Taskforce adopts a fiscal year action plan to carry out prioritized tasks.

The 2011-2012 updated strategic plan will be developed in the fall.

Social Workers Political Action Committee (SWPAC)

As the political arm of the NASW Oregon Chapter, the Oregon Social Workers Political Action Committee (SWPAC) is committed to brining the voice of social work to the Oregon Legislature.  During election cycles, SWPAC conducts interviews with candidates and we find out where they stand on issues that we care about, such as mental health, health reform, funding for human services, revenue reform, civil rights, and criminal justice reform.

Through these efforts, SWPAC also eduates candidates about the social work profession, our values, and our priorities for the upcoming legislative session.

Authorization and Accountability:
The Ethics Committee is a standing committee of NASW Oregon Chapter.  The Ethics Committee is accountable to the Board of Directors.

Purpose:
· Educate members about the Code of Ethics and ethical practice.
· Assist members in the use and application of the Code of Ethics.
· Provide a forum to explore ethical issues for social work practitioners via informal consultation.

Members, Terms, and Criteria:
The Ethics Committee meets every other month, with additionally scheduled meetings as needed.  Committee members must be a member of NASW in good standing with experience and or specific interest in ethics, and prepared to serve for a minimum of one year.  Due to the potentially sensitive nature of ethical inquiries, Committee members agree to confidentiality for those members seeking consultation. 

Responsibilities:
· Respond to inquiries from members and chapter staff.
· Describe purpose of committee as stated above to all callers and inquiries. 
· Document inquiries and outcome of consultation.
· Refer to State Licensing Board as appropriate.
· Communicate to the Board of Directors regarding activities of the committee.

Committee Charge/Purpose

Authorization and Accountability:

The Continuing Education Committee reports to the Oregon Chapter NASW Board of Directors.  The Continuing Education Committee is a board-established committee.


Purpose:
The NASW Continuing Education Program certifies post MSW level workshops, conferences, or seminars that contribute substantially to social work knowledge in all areas of practice.  The goal of the program is to encourage the continuing education of all social workers throughout the State and to establish a professional standard of excellence in those continuing education offerings which are beyond the Master’s level of training.

Members, Terms, and Criteria:
The committee will consist of six members, board appointed, representing a diversity of practice settings (public and private, private practice, community agencies, healthcare, etc).  Attempts to have geographical representation will be made as well.  The committee will recruit members and make recommendations to the board regarding new members. 
Committee members must have email accessibility as the majority of the committee work is done by email.  Members must also make a minimum of a one year commitment, be willing to attend committee meetings when held (approximately 2 times per year or as needed), must be an NASW Oregon chapter member, and be willing to occasionally serve as the committee representative to Board meetings.

Specific Responsibilities:

1.  Follow program application review process as a basis for determining eligibility for Continuing
    Education credits.


2.  Review all applications in a timely manner and provide input regarding approval.  The intention is
    to provide feedback to applicants who submit a complete application within 2 weeks.  Feedback to
    the committee chair from members is requested within 7 days of receipt of copies of the
    application.

3.  Respect the diversity of educational needs of social workers in considering requests for approvals.

4.  Provide updates regarding committee activities to the Chapter Director and to the Oregon
    Chapter NASW Board of Directors.  A committee representative will attend Board meetings.

 

 

Practice Councils & Networks

NASW Oregon Chapter Practice Councils are recognized as member-initiated groups based on a practice specialty, social issue, or other area of interest, that wish to meet regularly to plan organized activities, programs or services on behalf of NASW Oregon Chapter. Peer Groups/Networks are less formal member-initiated groups that wish to meet regularly for the sole purpose of networking.

A peer network for members in aging practice settings to plan events, network, share ideas, referrals and resources.

A standing body of the NASW Oregon Chapter.  Committed to furthering issues of diversity, inclusion, social justice, and competency in the mental health and addiction treatment service systems.


Private Practice Network

NASW Oregon Chapter Committees conduct business in the areas of governance, policy, programs/services and revenue and are recognized as standing committees of the Board of Directors.  Joining a Committee is a great opportunity for networking, leadership development, professional growth and helping to strengthen the Chapter.

Continuing Education Committee

Meets mostly via email to review request for NASW approval for continuing education events for social workers in Oregon.

Diversity Taskforce

A newly reactivated taskforce with the goal of promoting and integrating diversity within NASW Oregon Chapter’s activities, program planning, allocation of resources, and governance.

Ethics Committee

Reviews common ethical concerns/dilemmas and provides consultations to members.  Also plans educational events related to ethics and responds to complaints against NASW members.

Events & Conference Planning Committee

Responsible for planning the NASW Oregon biennial conference, keynote events and other NASW Oregon sponsored workships.

Finance Committee

Responsible for the oversight of the fiduciary needs of NASW Oregon Chapter, including preparation of the Chapter’s annual budget and monitoring investments.

Legislative Committee

Proactive in advocating for social work/social services concerns.  Works with the Chapter lobbyist in determining legislative priorities, drafting legislation, planning the biennial legislative day of action, and monitoring bills and testifying during session.

PR & Marketing Committee

This Committee is responsible for engaging in activities to increase and retain NASW membership in the state.

Nominations and Leadership Identification Committee

Responsible for identifying members to run for the NASW Oregon Chapter Board of Directors for Oregon Chapter; determines the elections slate each year.  Also responsible for nominating members from Oregon to run for national leadership positions.

Social Workers Political Action Committee

SWPAC endorses and makes financial contributions to state-level candidates who support social work issues, helps to elect social workers to political office, and aims to mobilize the NASW Oregon membership to vote and let them know who our endorsed candidates are.

After graduating from Portland State, I went to a Lutheran Seminary in Dubuque, IA. I was there for six years. I had a couple of parishes in the midwest. I then attended Kansas University, and received my Masters in 1971. I worked at a Mental Health Center in Kansas City, Mo. I then came back to Oregon and worked with persons with DD at Fairview. I am serving on the board to give back to NASW for the many opportunities given to me.
